There's a Bugzilla::Migrate module that allows you to write bug migration
procedures. I don't think anyone has ever published a jira2bugzilla script.

Besides that, Bugzilla is able to import XML as well, it might be
easier to output XML in JIRA and transform that into the format
Bugzilla expects:
