server; consider upgrading MySQL client.

Seriously? :-) So "consider upgrading MySQL client" or downgrading
your MySQL server.

Additionally, your Perl tells you the version of your client, so you
might research on the reason why both are incompatible and if you are
able to reconfigure the server to get more compatible. I don't know

For existing mysql 8.0 installs on Windows 10 mysql, (1) launch
installer, (2) click "recongifure" under QuickAction (to the left of
MySQL Server)1, then (3) click next to advance through the next 2
screens until arriving (4) at "Authentication Method", select "Use
Legacy Authentication Method (Retain MySQL 5.x compatibility"2 (5)
Keep clicking until install is complete
